The Victorian Department of Health and Human Services has won the state government award in the iTnews Benchmark Awards for the overhaul of its client incident management system (CIMS).
The mission-critical system is used to manage incident reports in a centralised manner when clients are harmed due to incidents arising from accidents, staff mistakes or misconduct.
It was borne from the need to support the department’s revised incident management policy and replaces what were previously manual, cumbersome processes that lacked transparency.
The system was developed in-house by DHHS’s business technology and information management branch in partnership with the community and safeguarding branch using agile methodology and deployed using Microsoft Azure.

It comprises of a reporting and analytics module – the client incident register – and an API to support the full lifecycle of incident management, including directly from Community Service Organisations (CSO) in the field using mobile devices.
In the year since its initial launch, the system has so far been well received by CSO’s and department staff.
DHHS director applications development and support Ray Baird thanked his IT colleges and the wider organisation for their support on the project.
"The business that we work with has embraced agile development, dev ops and feature based deployment, and I think that's why we’ve got such a successful product there and got great acceptance from the business," he said
"Certainly my team, and our IT team, feel very fortunate to develop systems that make a difference to citizens life and citizen outcomes in Victoria, and we actually love the work we do.”
Winners were announced at the iTnews Benchmark Awards 2019 gala dinner held at KPMG’s Sydney Office in Barangaroo.
